Also, ocean supports the continued existence of the regional human development, the evolution of civilization, socio-economic and food supply. In the past, it’s usual for us to think ocean should have a huge dilution and self-purification ability, so the pollutions we make may disappear. However, the study shows that it is wrong. From many research examples, we have found that marine pollution can pass through the food chain, which is harmful to human health. Especially ship oil will affect the marine environment without borders, so sustainable management and protection of the marine has become the international focus on the common interest. Taiwan is surrounded by the sea and is a typical maritime country. Therefore, resource development is the key to maintain the country's economic lifeline and is interdependent with country development. Marine resource utilization has gradually diversified development .So, we should call on all the people to safeguard the marine ecosystem and ensure that national maritime rights and interests, which are currently an important issue now. This study is aimed to investigate Taiwan's northeast ship oil spills on marine pollution incidents, and to explore how Coast Guard personnel use the existing decontamination equipment to deal with the leakage Oil events.this study used questionnaires. A total of 250 questionnaires issued, 200 questionnaires were recovered. After removing 50 invalid questionnaires, 200 valid questionnaires were received. The recovery rate is 80%. The results showed that the ship leaking oil pollution with currents, waves, wind and pollution will continue to expand without borders, which cause biological impact on the environment. Human beings will bear the harm himself ultimately. Thus developed countries such as the United States, Canada and Japan have put emphasis on coastal defense safety, marine environment and ecological maintenance, and bet a lot of manpower and material resources in the maintenance of the marine ecosystem, which is worth for our study and reference in order to enhance our capacity of dealing with marine pollution incidents. For our decontamination energy still needs to be strengthened, and lack of marine pollution prevention and control strain in energy government agencies, the Ministry should set up a dedicated dispatch with coordinated network of information processing mechanisms and organize a platform for the relevant units of information. Colleagues can work together in the time of the accident to safeguard the marine ecosystem.
