碩士 === 佛光大學 === 公共事務學系 === 99 === 　　This article plans to discover the essential issues and the derived improvements for the current condition of the detention center’s safety management through research on the safety management of the Yilan Detention Center, thereby proposing improving suggestions that may be offered as a reference for the unit, such that the unit may establish an all-encompassing safety management system via the plans of implementing various risk management, and to develop the overall function of the risk preventing operation in order to avoid similar accidents from the past to occur again, and to ensure proper organizational operation and core value for the unit. 　　This research uses the management level from the detention center as the research target, so as to explore their concept and experience towards safety management, thereby understanding the arrangement of the organizational structure, as well as the relevant considered factors for the various safety networks in the management of detention centers. As for the research approach, literature review is applied as the logical planning for the research motive and objective, together with individual case analysis to penetrate the management details, which is further compared and sorted with the data from interviewing employees of the detention center in order to accomplish the collection, comprehension and interpretation of the data. Lastly, exploration and analysis from the aspects of law, system and execution to achieve effective conclusion and suggestions. 　　The content of this research is divided into six chapters – the first chapter is the preface, which describes the research background, motive, objective, scope, limitations, approaches, structure, and definitions of nouns, literature reviews as well as the process. The second chapter is focused on the safety management concept, meaning, definition, risk management and risk evaluation in order to conduct the analysis and evaluation of relevant literatures, as well as the discussion of relevant theories for safety management. The third chapter explores the current conditions of Yilan Detention Center’s safety management, including the source for detention center laws, organizational arrangement, personnel arrangement, safety management for detention centers and current conditions for the execution etc. The fourth chapter studies and analyzes the safety management actions of the protective level through the safety endangering incidents, including escapes from detention center and group infection. The fifth chapter emphasizes on the improving approaches for Yilan Detention Center’s safety management, and proposes a suitable and feasible safety management system based on the aspects of law, system and execution. The sixth chapter proposes the conclusion, findings and suggestions based on the phenomena and issues of Yilan Detention Center’s existing safety hazards. 　　The author of this research discovered that in order for the goal of Yilan Detention Center’s safety management to be established comprehensively, it should advance towards establishing a detention center with high grade safety and comprehensive detention management regulations, thereby enhancing management personnel’s concept of law and humanity. On the other hand, it should eliminate hazardous elements for safety management, and effectively enhance the safety factor of various activities for personnel inside the detention center. For instance, implement educational trainings for management levels, increase female management personnel to facilitate management actions, and develop the counselor’s function to care for the prisoners’ mind and body. The various facilities in the detention center should be gradually improved, and the tasks and operational regulations should be conducted effectively. If the above mentioned improving approaches in the research may be reviewed, improved and implemented, then it will be able to attain the three common goals of Safety, Law-abiding and Relief for all people in the Yilan Detention Center.
