The Government has planned short, middle and long-term relocating housing programs for households that live in unbearable housing areas due to the disaster, for restricted households that can only live in specific areas, for relocated households that live within the scope of the resettlement relocation and more. The programs are planed to solve the housing problems for households mentioned above.   Short, middle and long-term programs include multiple Preferential plans of settling down, constructing of sustainable houses, the endurable and reasonable price of national residential housing, housing subsidy and others. Sustainable housing is built on the land which is provided by the Government, and is also supported free-of-charged by several non-profit organizations for buildings on the land. The victims can have the right to live via above supports. As for housing subsidy, there is the maximum amount of NTD 3.5 million with low-interest loan; restricted households can gain the aids of the maximum amount of NTD 500 thousand for down payment.   In the past, most of the residential reconstruction was led by the government departments. In the recent years the policy has been changed to the cooperation between public and private efforts. This study is focus on this operation patterns to understand this process of post-disaster housing reconstruction of public and private operating patterns, and to explore the possible dilemma under the patterns. It can also provide some suggestions to improve the models on the Government use of public-private patterns.   This paper disclose the following findings: first, the free housing program limits the restricted households; second, the private resources are not considered fair while co-building houses; third, the housing constructions are over relied on the donation; forth, the third-party cooperation profit balance is improper; furthermore, the possible problems during the cooperating process are also remained. Accordingly, there are some suggestions for the future resettlement: one is to prepare the back-up plans to assist the main cooperation patterns, and then to achieve the balance of the plans; moreover, to establish the systems of post-disaster housing funds. Another point is to make sure the balance of profit, and to ease the controversy base on the justice. Besides, the process needs to pay attention to the civic participation and should also reduce the conflicts while integrating the resources. 張世杰 2011 學位論文 ; thesis 222 zh-TW
