What such great cross-national population movement breeds, however, are conducts violating our Criminal Law and executive decree, such as overstay, illegal employment, illegal entries, and smuggling. Illegal immigration, specifically, has greatly impacted our public security, economy, social order, and public health. Yilan Detention Center (YDC) has been under the jurisdiction of National Immigration Agency since the latter was founded on January 2, 2007. While YDC detains those who charged with deportation, its ineffective surveillance and insulation device as well as insufficient personnel allocation led to the escape of seventeen people in four consecutive incidents. The infection of the detained with open pulmonary tuberculosis also caused panic about group infection while exposing the administrative staff and the detained to health-related risks. Worse, the fact that YDC was roughly renovated from old buildings also exposed it to potential electric fires and collapse. Such outcomes, once taking place, would be so disatrous that it is high time that we take preventive measures now. This research centers on relevant issues about the crisis management of YDC. In chapter one, we will begin by briefly introducing the research background, research motive, and research objective, followed by the research methodologies, scope, and constraints. We would further define the relevant nouns in seeking to understand the backdrop against the potential crisis of YDC. In chapter two, we will analyze and discuss relevant research papers and periodicals about crisis and crisis management. In chapter three, we will support our research topic with relevant theories. In chapter four, we will use cases to discuss crisis already taken place in domestic and international detention centers from the perspectives of management, health, and disaster. In chapter five, we will leverage interviews and my personal on-the-job experiences to provide concrete advice on the topic. It is my hope that such advice would invite discussions from scholars about how we can plan effective crisis management mechanisms for ensuring the lowest impact possible. 張中勇 2011 學位論文 ; thesis 209 zh-TW
