With the deterioration of the greenhouse effect, the survival of many people in poor regions will face severe threat once large scope of global climate disaster happens. The study is aimed to establish a multi-input and single-output of performance measurement model. By data analyses, the rice production Asian countries can refer to the provided relevant conclusions to improve production efficiency. The research method, Data Envelopment Analysis (DEA), is to construct the assessment model of input and output of the major Asian rice production countries. Data covered the period of year 1994-2008. The objectives of the study include 10 major Asian rice production countries like China, India, Indonesia, Bangladesh, Vietnam, Thailand, Myanmar, Philippines, Japan and Pakistan which data were obtained from the Food and Agriculture Organization of the United Nations (FAO) and International Rice Research Institute (IRRI) statistics. The research is to measure the relative efficiency of rice production of the major rice production countries in Asia. Input variables include Harvest Area, Production Value per Hectare and Agriculture Labor Force. Output variable is Production Quantity. By using DEA to establish the efficiency of assessment models. With CCR model, researcher calculated individual sample’s total technical efficiency. By slack variable analysis, researcher explored the relative inefficiency of the State. With BCC model, the pure technical efficiency and scale efficiency of each sample was calculated. Finally, base on Malmquist productivity index to analyze and judge the change of the efficiency of rice production and the progress of productivity. The results show most of the major rice production countries in Asia have reached Pareto Optimality, which efficiency of production scale approached constant returns to scale. The other countries have production inefficiency which showed increasing returns to scale. As for the productivity index analyses, the long-term trend of production capacity appears increase slowly, which major reason is because of technique improvement.
