In Taiwan, manufacturing industry is centers on high-tech industry, and the expenditure of research and development is an essential issue, for it promotes innovation, enhances productivity, and brings about massive benefits. In this research, the objective is to figure out how the high-tech industry development affects the GDP per capital, and the explanatory variables include the intensity of industry development, tertiary education, unemployment, direct inflow of foreign capital and outflow of capital. The samples are selected from the members in OECD and Taiwan, however, in order to be consistent with the standard used in OECD, the Taiwan sampling data is selected from 1998-2006 and the quantile regression is used for . The result shows that the GDP per capital rises with the high-tech development growth, however, it declines in the low-income countries; increasing the intensity of industry research and development appears to be negatively correlated with GDP per capital; tertiary education induces better marginal effect in low-income countries than high-income countries. Regarding the situation for Taiwan and OECD members, the high-income countries should devote more time on the promotion of engage on tertiary education and high-tech development; low-income countries should center on the tertiary education.
