Summary: | 碩士 === 逢甲大學 === 都市計畫所 === 99 === Yu-an road area is located on the Dadu terrace in between Taichung city fringe and Taichung harbor district. During the Japanese era,there were only four rural settlements on the map. Soil and weather conditions were poor in the area that one can only see sugarcane, sweet potatos and wild bamboos. Everything was changed when Tonhai University opened her campus in 1953.
When the Taichung Harbor Special District Plan of 1972 and the 1977 Urban Expansion Plan of Taichung City were adopted, the Yu-an road area became a grey area with little land use regulations. Lower land cost contributed to property speculation in the area. In the 1970s, there were more than 6,700 housing units built, some of them were considered new town scale with units more than 1,500 units alone.These rush-to-build communities can house more than 30,000 people, a number considered significant at that time.
This study aims to examine the land development process in the 1970s and early 1980s so as to uncover the forces underneath the real estate heat. Through three case studies, this study sets up a historic context that explains key factors that lead to the transformation of landscape in Yu-an road area and offers some policy options for future deliberation. It is hoped that a proper urban planning mechanism can be established in the area so as to relieve a severe lack of public facilities in the Tonhai college district.
