So, it is necessary and valuable to create a teaching material with the concept of substainable development of papers, which suit to the students of elementary and junior school, and evaluated the effects of the implementation. The objects of this study are 98 studies for the fifth grade of elementary school and the second grade of the junior school. The questionnaire investigation is the main method of this study. The tool of research is “The cognitive and behavior intention of students using paper sustainability.” as a questionnaire assessment which designed by the researcher. Using the questionnaire investigation when implemented the teaching materials before and after, then compared the differences between the surveys by the tools of SPSS, as the basis of effects for the teaching materials created and implemented. The conclusion is as follows: 1.The students in elementary and junior school possessed a good performance in the concepts of using paper sustainability. 2.Before the teaching, students got the best score in the range of “The meaning of substainable development,” and got the lowest score in the range of “The concepts of paper.” 3.After the teaching, students still got the best score in the range of “The meaning of substainable development.” Meanwhile “The concepts of paper” was the best improved. Students got the lowest scores in the range of “The problems of wastes treatment.” 4.Overall, girls got the better score than boys, and students studied in junior school got the better score than that in elementary school, but no significant differences on the different family social-economic status. 5.After teaching, there were significant improvement than before, gave a good performance in any ranges of the questionnaire investigation.
