This research topic is important in that recruiting more female personnel to meet the Army needs is imperative, considering the significantly lower birth rate in Taiwan. Hence the Defense Department started to recruit more female personnel in various administrative and technical levels. From the managerial viewpoint, Wright and McMahan (1992) mentioned that "human resource" is the most important asset for any given organization. To maintaining the competitive advantage, it is therefore crucial to select the appropriate personnel and manage the personnel productively. Accordingly, an appropriate human resource policy regarding female military personnel is required. To understand the relevant policy views and the performance measures for the female personnel, we conducted a comprehensive survey at the Army’s administrative level. The results indicated that different characteristics (unit level, unit attributes, class, job category and years of service) of the principal officers (namely at the management level) to evaluate the performance of female military personnel were significantly different.
