Developing green technology becomes the common consensus of human sustainable development because of greenhouse effect, ozone hole and vanished species. Green power means that electricity is produced through renewable energy sources like solar, wind power. Because the price of energy is increasing, companies have to adopt some efficient measures. If companies take green technology into their power systems, that would be the most useful measure to reduce the electricity cost. The thesis not only focuses on building mathematical model of wind power, solar power and batteries, but gives the objective function, which can help the companies or household calculate the minimum electricity cost, through PSO. The companies can avoid being fined due to using more energy than amount set by Taipower, or the companies would increase basic electricity cost if the contract sets the basic used energy too high. The both conditions definitely increase the cost to the companies. This thesis first brings up BCR as the objective function to a studied power system for a company and support customers with this new method while they are making decisions. The companies or households can seek to the optimal contract capacity value through PSO to reduce electricity cost.
