The compensation system of National Health Insurance also faces incessant reform and leads to competition between various hospitals especially and indirectly affect behavior of hospital operation when global budget system and new hospital assessment are implemented. The services and products that healthcare industry provide are closely linked with health and welfare of the public, with background of related industries to vary from minute to minute and may affect the vision and future development of hospital because of a change in policy and market environment anytime. The differences, strategic viewpoints and core competences of various hospitals were analyzed in this study upon the business model claimed by Gary Hamel and related data provided by 3 military medical institutions in Taipei, with strength, weakness, opportunity and threat of this study further are summarized through in-depth expert interview, comprehensive view of macro environment and SWOT analysis, along with BCG Growth-Share Matrix, differentiation strategy and other strategy models to draft business strategies with competitive advantages that help innovate business model, lastly, to find out optimal transformation option through analysis of transformation analysis of 3 military medical institutions. According to the conclusions of this study derived in the last, the key success factors for these 3 military medical institutions to sustain competitive advantages are : only merger improves value network perspective, provide differentiated services to different community residents, transplant the exceptionally gifted core resources of The Tri-Service General Hospital to SongShan Armed Forces General Hospital and Beitou Armed Forces Hospital, i.e., with overall strategies to move toward community promotion, merger, vertical and horizontal integrations etc; also, joint forces of various hospitals to get rid of dependence on armed forces with business management concept introduced from private sectors, a close collaboration and sharing with local/overseas noted academic institutions and medical centers, joint acquisition model among various armed forces hospital are recommended, therefore such novel and integrated medical system of armed forces is certainly capable enough to tackle with change of the times and even report bright results in terms of business performance.
