The workflows of cooperative activities may include many sub-workflows in participating enterprises. Due to the frequent changes of the environment, the inter-organizational workflows need to be modified (e.g., to create, delete, or change) to fulfill requirements. Therefore, enterprises need appropriate information systems to support inter-organizational workflows and to be flexible for dynamic changes. A good inter-organizational workflow needs to fulfill the requirements of independency, privacy, and flexibility. This research applied the workflow federation model to develop inter-organizational workflows, such that each company can keep its own independency and privacy, and to design individual workflow federation for each collaborative operation. Version control was applied to manage the alterations of construction and implementation of inter-organizational workflows, and this way might keep workflow to be more flexible to changes. This research proposed to apply workflow federation modeling and to use a database to keep the version data of inter-organizational workflows. The JADE agent system was applied to implement the proposed inter-organizational workflow management system.
