All along the works processing, numerous facts and figures information has been collected and preserved as well, which later proves to be the most vital to value monuments in preservation works. Hence, an urgent need grows that all the facts and figures information must be built up by a modern digital method. It can demonstrate an ideal model to enhance the monuments preservation quality and a goal to maintain files of information lookups by analyzing and applying; efficient integration, preservation, maintenance, and application of it are also required. In 2005, Cultural Heritage Preservation Act had been adapted and added “The competent authority shall set up complete file of the investigation, research, preservation, maintenance, restoration and the reuse of Monuments, Historical Buildings and Settlements (Article 13, Ch.2).”As a result, a DBMS (Database Management System) software is considered the best solution for administrators (the CCA, the COA, City Government and County Government) to deal with the overwhelming information amount at the moment. This research is going to discuss how to classify monument files and build up a RDBMS (Relational Database Management System) all according to Cultural Heritage Preservation Act and further related law regulations. First of all, monument files can be divided into three different groups by the lifecycle stages. The first stage of a monument’s lifecycle is called Unprocessed and the files level will be recorded as basic information. The second is Processing, restoration information; the third, Processed, management plus maintenance information, which is also called the final stage. In addition, the classification has a further mission that finding out common properties in law regulations about managing monuments and historic buildings files. Second of all, RDBMS can be served as a model that not only keeps monuments files but also provides add, edit, save, import and export functions, printing out forms and reports if needed. It can broadly apply to both Academic Institutions, such as AIROC (Architectural Institution of Taiwan) and TIUP (Taiwan Institute of Urban Planning), and general grounds to individuals such as historians, architects, artists, restoration workgroups, tourists and citizens. This RDBMS is widely open and efficient to all users. In conclusion, the result of this research presents the best by working with DBMS and ASP.NET. First, DBMS has collected all information from files of the investigation, research, preservation, maintenance, restoration and the reuse of Monuments to related law regulations. It then formats files into RDBMS that runs information sharing and editing more efficiently; which also sets up a model criteria in a practical way for the competent authority and restoration workgroups. Second, criterion are needed that the files of restoration information and management plus maintenance information have not yet to obtain due to the lack of a criteria and difficulty of setting up one. Based on Cultural Heritage Preservation Act regulations, RDBMS therefore find out the operation method of restoration, management and maintenance information. It is also promising that RDBMS saves not only the space but also the time for users due to the integrity of information it will bring and higher quality it will achieve.
