Information technology provides multimedia visual effects for diversified learning, which affects many teachers to willingly accept and use the e-learning system to assist instruction, and it has become a trend in any subject fields and is popular national wide and internationally. There are many elementary school students straggle withchinese character stroke order during learning progresses, using information technology to assist students may increase the effectiveness of one’s learning performance, thus, it is an important issue to discuss whether electronic learning can improve the effectiveness of learning chinese character stroke order for elementary students. We use the experimental research method for this study to explore whether the strokes order difference exists between students by separating students that use the traditional strokes order learning method from those who use the electronic learning method, also the experimental group should be given computers as a tool, as old studies have shown that negative computer self efficacy and computer literacy may affect the outcome of the electronic learning method, thus, we analysis this study by adding factors of the computer self efficacy and the computer literacy. This study indicates that students who used e-learning system has better solid learning performance on Chinese character stroke order than those who used traditional blackboard to teach. Computer self efficacy has significant effects on the efficiency of learning stroke orders on elementary students, while computer literacy towards elementary students also has positive influences on learning the right writing orders of Chinese characters. This shows that during teaching, if a teacher uses electronic learning strategy along with the consideration of computer literacy can raise school grades of a student. Through this study, we discovered that in the future, if teachers use the electronic learning method to teach stroke orders, the computer literacy should also be considered as a factor, which can ultimately bring a maximum efficiency to the learning performances.
