In this fashion, our government will also focus on policy-learning as one of the government to vigorously promote policies related to e-learning at the same time, overlooked the fact that from time to time to view the current e-learning why and how to improve the quality of the number of learning. The domestic e-learning research is that most e-learning system implementation, import model, curriculum-related topic of discussion for the factors affecting the effectiveness of e-learning is still scanty. Li-Hsing Ho, Shu-Ping Lin, Ming-Chun Tsai (2010) developed the impact on public department’s E-Learning the key factors, and for the effective performance management, this study into PDCA management cycle model and affect our public sector digital learning the key factors integration, through expert interviews with 17 categories of digital learning the key factors to improve the program, and through quality function deployment (QFD) to calculate the impact of E-Learning the key factors to improve the program to provide the degree of improvement, and to make effective performance management strategy available to promote the future of digital learning and curriculum units in the implementation of policies on the development and design reference.
