"Hou-tong settlement" is a traditional settlement based on the industrial type of mining. Since 1980, as the mining industry declines around Taiwan, development of Hou-tong was stagnated, settlement began to desolate. Not Until recent years, followed by the risen of Taiwanese local tourism industry, government departments gradually shift their focus to “traditional settlements” - a type of village that industrial development declined, but contains a wealth of cultural resources. At this point Hou-tong drew the public sector attention, hence joined the ranks of the tourism development.
As tourism development brings impacts on positive and negative side to its local district, the stakeholders are often bearing the brunt of the impacts. Ap (1992) referred that residents’ attitudes toward tourism development, is the effective index towards a successfulness in tourism. Pearce (1980) also pointed out that residents attitude is one of the key influence to determine whether the develop policies and the execution can be successful. Hence that, a fully understand of residents’ attitudes and the perceptions of tourism development will help the implementation of tourism activities and sustainable development.
Based on the above concept, the purpose of this study was to explore the local residents’ perceptions and attitudes towards tourism development, whom have little or no prior experience with it .Through ways of qualitative research method- “in-depth interview” and “participant observation” in order to evaluate residents’ perceptions towards tourism impacts , includes economic, physical environment and social culture aspects. Secondly, to analysis the residents’ attitudes towards tourism.
During Field investigation period, a total number of 39 residents were interviewed; carry out by the method of “semi structural in depth interview”. The result shows that partial residents embrace positive and supportive manner regarding the tourism development, yet partial residents holds opposition under the influences of tourism impacts, in addition some residents reacts neither supportive nor against, but indifference.
To sum up with the abovementioned analysis, this study puts forward following proposals: First of all, popularize the concept of “tourism” enhance residents’ positive manner, secondly, economical benefit should be shared equally throughout every stakeholders, to avoid commercial interest disunite resident emotion. Thirdly, tourism activities carried out by stakeholders could help to enhance community consciousness and community cohesive force. Finally, it is important to inherit the unique historical perspectives, the memories and the cultural characteristics through tourism, and achieves the ultimate goal toward sustainable development.
