On the contrary, it causes a lot of damage. Owing to many land development projects planned by the Government were limited to the concessions of the politicians or controlled by some of the stakeholders, those lead to the fact that the land can not work best. Accordingly, how to select the land development projects objectively becomes a more important issue. For instance, Guandu Plain is the largest and the only vast, complete land that has not been developed in Taipei area. It maintains the use in agriculture for a long period. However, the productivity in agriculture is not important than that was, and the way in use is not economical as far as the land of urban are concerned. It takes more than 20 years since the study of the feasibility for the development of Guandu Plain was proclaimed by ROEC of Taipei Government. The reason why the plain still be undeveloped is due to the various thinking, and there is no common consensus with how to develop it. The future development of Guandu Plain is concerned with the purlieus, and it is a challenge for Taipei Government to use the border area well. In terms of the selection in Guandu Plain development projects, they can be classified as Multi-Criteria Decision Making (MCDM) problems. Prior research about the issue does not reflect interdependencies among criteria and candidate projects. In this research, we set up some criteria under BOCR and some substitute projects by reading some historic information and compiling it. We utilize the Analytic Network Process approach for interdependent project selection problem. From the analysis results obtained by the empirical example, we are able to find that the solution approach for solving the interdependent project selection problems is validated and proven to be useful in the field of evaluation operations.
