碩士 === 中華大學 === 行政管理學系碩士班 === 99 === The establishment of aboriginal autonomous regions is generally deemed as an expression of “collective human rights”, which demonstrates the magnanimity and pluralism of democratic politics. The establishment of autonomous regions not only helps the social harmony and national development, but also complies with social justice and universal values. Now establishing autonomous regions has become all aboriginal tribes’ significant task and mission. What is needed now are the law-making and government’s determination and resolution. Some tribes, such as Ita Thao, Tsou, Yami, Saisiat, and Taroko, have started to prepare for the establishment of tribe committee. Among them, Atayal is the first tribe to advocate autonomous government and the establishment of tribe committee. Thus, the Atayal people should first develop the structure of autonomous government and put it into practice. Apart from comprising the relevant literature, through surveys, this research also aims to understand the disconnection between the practice of autonomous regions and Atayal people’s expectations, and hopes to investigate the obstacles of the operation in autonomous regions to find a way through. Based on this, this research may provide government administrators references for future establishments of aboriginal autonomous regions.
