碩士 === 中華大學 === 行政管理學系碩士班 === 99 === Due to the vigorous development of the electronic commerce, the electronic commerce has become very necessary for domestic corporations to improve competitiveness and move toward internationalization. Following the international trend, the governments from countries around the world all actively promote the e-government. For government authorities, the e-purchasing not only can reduce cost but also can improve efficiency. It is hoped to create an open, fair and effective government purchasing environment. The aim of this study is to enhance the e-purchasing system as the quality of government’s purchasing system has a significant impact on the country’s overall development. According to Moon’s government development functional model, the content of interview was designed. Since the traditional government purchasing system is corrupted and non-transparent, the purchasing is not effective and efficiency, the policies are irrelevant and the government is not trusted. Through e-government purchasing, the purchasing process is transparent and it helps reducing cost and improving effectiveness. Based on this structure, this study conducted an in-depth interview of the purchasing unit of Directorate General of Highways. Through qualitative interview, the current e-purchasing system was understood. The recommendations on government’s e-purchasing system were proposed for future improvement. The secondary data analysis and the in-depth interview conclude: all purchasing operations of Directorate General of Highways including the pre-purchasing operation, the announcement of public bidding and the receiving tender have been computerized except for the procedures of submitting and opening a bid. With regard to the effect of computerization, the electronic bid receiving has achieved 95.18% of the target set by the engineering association for rewarding. After summarizing the opinions from the purchasing staffs, this study has proposed the following recommendations for references in order to implement the electronic procedure (1) system operation (2) training & education (3) opinion exchange (4) promotion and guidance (5) simplify operation procedure and take safety into consideration (6) provide the policy integrated report. Currently, the incomplete dual system has resulted in low efficiency. In the future, the e-purchasing environment will become more mature with the assistance from regulations and information security. The government and manufacturers’ willingness for using the electronic system will help improving the implementation of the e-purchasing.
