This is an industry with greatest potentiality, and cultural tourism could not only attract great gross output value on the economics but also mould the city into a brand. Fucheng in Tainan has been well-known for its historical sites and its snacks, and it’s very suitable for the developments of cultural tourism. Taiwan has lots of distinguished geographical landscapes, plentiful natural resources and diverse human resources, the enthusiastic and friendly Taiwanese people as well as the great public order. For all the merits listed above, Taiwan has great asset for the developments of tourism industry. Tainan city is the area where Han people and Dutch people made their easiest contact and exploration in history, and it used to be named as “Taiwan Fu” within “First, Fucheng; second, Lugang; third, Monga ,” that is considered the best area of Tainan’s living circle. Tainan city has been the center of Taiwan’s politics, economics and culture until the end of 19th century, and Tainan city has great many historical site due to this historical connections, thus Tainan city has gained prestige as “archaic cultural city.” Heng Lian has expressed his opinions in his book General History of Taiwan that the history of Taiwan has began with the occupation of Dutchmen, who had been highly active in today’s Tainan city. First of all, they had built Fort Zeelandia (today’s Fort Anping) in the west side of Taijiang, which is the sandbank of Kunshen, as the ruling center of Taiwan. Second of all, they had also built “the Taiwan street” (the area around today’s Yanping Rd.) and “the Provintia street”(the area around today’s Minquan Rd.) separately around the east side of the castle and Taijiang, the dock of Dajin (today’s intersection of Minquan Rd. and Yongfu Rd.). Particularly “the Taiwan street” has the longest history, and that has earned it the prestige of “the first street in Taiwan.” Tainan city is an archaic city which has lots of important festivals and activities of folk customs, especially the great historical sites that its people take pride in, as well as the appetizing traditional snacks and its famous scenic spots. Tainan city has 115 historical spots, and 7 of them are the first-degree, one of them is first-degree historical building. The eight great cultural parks includes: Anping Harbor National Historical Park, Taijiang ecological and cultural park, Chikan Cultural Park, Confucius Temple Cultural Park, Town Square Cultural Park, five Hong Kong Cultural Park, Dongan Square Cultural Park, Green Park Cultural Park livelihood ,that have been carefully recorded in details since 17th century till now. They’re among the process of progression of the archaic city, Tainan. The Tourism Bureau, Ministry of Transportation and Communication has planned “Project Vanguard for Excellence in Tourism,” which contains “project summit,” “project keystone” and “project propeller,” the south would become the geographical landscape with cultural idiosyncrasies of “history and ocean.” ,This research main purpose: Increases to the Taina historic monuments understanding, eight big culture area's policy plans, understood that the populace visit the historic monuments the wish and the emotion as well as analyze the difficulty which eight big cultural campus historic monuments policy plan and the possible bitter experience to arrive to unite efforts the partnership operation. The main purpose of this research is to construct a Taiwanese version of Kyoto, to cultivate the cultural tourism industry and regional distinctions of Tainan city, and to promote its regional prosperity in the economics. Southwest Coast National Scenic Area was found in 2003, and its administrative regions have stretched across Yunlin county, Chiayi county, Tainan county and Tainan city. And also, it’s the 12th national scenic area in Taiwan. The Executive Yuan has advanced the notion of “three living circles and seven regions,” and the seven regions are “Tai-tai-kee-yi,” “Tao-chu-miao,” “Chung-Chang-tou,” “Yun-chia-nan,” “Kao-ping,” “Hwa-tung” and “Peng-kin-ma.” And each region will establish its own “Regional Development Committee.” Yun-chia-nan has the resources and characteristics of tourism to attract enterprising investments, and it’s expected to revive its tourism economics and promote the developments of cultural tourism industry of Tainan city. This research has taken references from in-depth interviews, field-survey and the SWOT analysis to evaluate the cultural tourism industry And the Taina historic monuments make consumer's wish analysis, to unite efforts in the partnership analysis, eight big cultural campuses the famous historic monuments analysis,and historical sites of Tainan city through analyses and offer some advices for future developments to enhance its competitive power within the markets of cultural tourism industry through the maintenance of historical sits that leads to the revenue-increase and the rising international publicity of Formosa – Taiwan, the treasure-island.
