The Obstruction Identification Surfaces (OIS), depicting these regulations, identify objects that penetrate theses imagery surfaces, evaluate hazardous effects, and ensure the safe separation between aircraft and obstructions during emergency landing or miss approach under all weather conditions. FAA’s FAR Part 77 has been accepted worldwide as Obstacle Restriction Regulations. The RCSS airport has being questioning on its safety around airport navigable airspace, because its obstacle restriction regulation frequently yields to the urban development of Taipei City where it is located. The purpose of this study is to compare the differences among FAA’s and RCSS’s obstacle restriction regulations, and analyze their safety airspace. The finding is that the RCSS safety airspace with its current regulations is far less than FAA’s. The major factor is that the RCSS’s obstacle restriction height is much higher than FAA’s. It is also found that its restriction area of outer layer horizontal surface is much larger than FAA’s, which adversely affect the urban development in the south of city. Suggestions of safety controlling on existing obstacles, consistence with international obstacle restriction regulations and development of integrated GIS obstacle restriction model, are also made in final.
