In order to achieve the purpose of this study, the study used questionnaires to "the status of implementation of Senior Education Questionnaire", "the status of Senior Education and learning needs questionnaire" and "non-participants in senior learning needs and learning disabilities questionnaire "as research tools to Penghu educational institutions. Besides, the participants of the study are seniors in learning activities and not involved in any learning activity over the age of 55. Samples were distributed to 11 educational institutions including the effective sample of 380 learning participants and 301 non-participants; the data collected by statistical methods of descriptive statistics Chi-square analysis and statistical analysis of sample data to understand the structure and the differences between the situation variables. According to findings of the research, the conclusions are as the following : (1) The exclusive educational institutions for seniors are not enough, also focus on the Makung urban district. Besides, most of the executives never accept profesional training. The source of seniors’ teacher almost come from experts in various fields nearby local communities. However, the common difficulties are lacking of funding and executives. (2)「sports / arts / drama / travel / cooking / gardening and other leisure categories」,「health care / drug safety categories」, and「Karaoke OK singing categories」are the most learning needs for seniors, while the「volunteer training categories」is the lowest participation. (3) About conditions of teachers , seniors prefer "has a good personality, ""good interaction with the students, "" humorous personality, ""professional knowledge"and"the ability to speak in tongues"and other diverse characteristics. (4) The elderly prefer "small class size", "practical peration", "travel learning / visiting traveling" and "in accordance with course context" way of teaching arranged tables and chairs. (5) Near the residence of the elderly prefer the "community center" class, classroom characteristics choose "light enough","spacious room","comfortable chairs"and"air-conditioning equipment " the most appropriate. (6) About the course fees, the elderly want to "free" participation in learning activities. (7) "students by word of mouth", "propaganda vehicles, community radio promotion ","friends recommended"is the elderly preferred way of marketing communications. (8) "No participant" in the learning disability factors, the biggest obstacle for the "institutional administrative factors." Finally, based on the above conclusions, the study of senior education institutions looking forward to contribute to the promotion of education for senior citizens in Penghu County.
