IT departments are playing important roles for those enterprises facing fierce competition. According to IBM Global Services Study, 59% of software development projects either failed completely or did not meet the cost or time constraints, signaling the lost of core competence of the IT functions. To enhance the competence of the IT departments, it is important to efficiently utilize productivity tools in software projects. However, past studies had confirmed that user intention to use a new technology played a critical role in the successful introduction of the technology into an organization. Based on the Technology Acceptance Model proposed by Davis(1989) and incorporating two productivity tool characteristics, namely information quality and system quality, and task-technology fit, we developed a reseach model to explore the factors influencing the intention of high-tech industry IT personnel to use IBM Rational Tool, a productivity tool with a 47.7% share of the software development tool market. Questionnaires were distributed to 310 initial tool users of the IT departments of TSMC and MediaTek, two major semi-conductor companies in Taiwan and Structural Equation Modelling technique was employed to analyze the collected data. The results are as follows: 1.System quality has a positive impact on percieved ease of use (PEOU). 2.Information quality has positive impacts on perceived usefulness (PU) and PEOU. 3.Task-technology fit has positive impacts on PU and PEOU. 4.PEOU has positive impacts on PU and usage intention. 5.PU has a positive impact on usage intention.
