Going through Financial Tsunami in 2008 and recovery, each industry increases sales and it creates the requirement for migrant workers. Therefore, bilingual foreign workers want to earn money and come to the strange country. Bilingual foreign workers are provide service for manpower agency so it affects the service quality of manpower agency. Bilingual foreign workers are the most important people for their service quality.
Bilingual foreign workers play roles of cross-culture adapter and assisting to accommodate. If bilingual foreign workers aren't good at cross-culture adaption, it will affect foreign workers' cross-culture adaption. This research is to discuss the affect to their work achievements that manpower agencies carry out the incentive system and to understand cross-cultural adaption to the adjustment effect of the incentive system and work achievements. This research is to use the 2009 service quality evaluation grade of private manpower agencies by questionnaire survey. 997 manpower agencies are the sampling population and send out 700 sets of questionnaires. There are 146 sets are effective questionnaires and use Confirmatory Factor Analysis(CFA), Descriptive Statistics, one sample t test and Hierarchical Regression Analysis.
Through the research result discovery, the incentive system of manpower agencies creates influence to foreign worker's management and bilingual cross-cultural adaption creates influence to work achievement. In addition, the interaction of active incentive system and adaption affects foreign worker's management. The interaction of social incentive system and working adaption is negative adaption effective to foreign worker's working management. This research is provided to manpower agencies to not only increase bilingual worker's work achievements and good service quality by the effective incentive system but also improve foreign worker's management.
