Description
Summary:碩士 === 國立中正大學 === 勞工關係學系暨研究所 === 99 === Abstract In the eighteenth century, the occurrence of the Industrial Revolution and the development of capitalism led to drastic changes in production structure. Most people joined labor market in exchange for wages to support basic lives of individuals and families. However, the risks at workplace might cause laborers to lose the abilities to work and the incomes to survive, that is, the occupational accidents. Occupational accidents result in the loss of manpower as well as financial and social capitals. Furthermore, there is an even greater impact on the suffered laborers themselves. The society is therefore supposed to provide effective assistance in time such as subsidies, health caring, and following occupational training so as to avoid inducing further social issues. Nevertheless, the regulations for occupational accidents are still incomplete. Although there are multiple administrations in charge of related welfare, many services are not integrated and proper measures are insufficient. Hence, the Council of Labor Affairs issued the Family Assistant Program to ensure the rights and interests of the laborers who suffered from occupational injuries. The program sets up service windows in each county and city and provides integrated resources case by case. To investigate how this case management applies in assisting the concerned laborers, this work purposefully samples eight service windows (totally ten officials) to perform interview. Based on the study results, major suggestions are proposed as follows. Ⅰ. Ensuring the functionality of Family Assistant Program. Ⅱ. Standardization of case-management procedures. Ⅲ. Strengthening the ability of administrators in linking resources. Ⅳ. Training directors for practical supervision. Keyword: occupational accident, case management
