Taipower Company claimed that the construction of "Nantou – ChangLin 345KV Power Transmission Line" with the purposes of meeting the daily public needs of electricity and supplying electricity to industries as well. However, construction of extremely high voltage overhead electric transmission lines (HVOETLs) may cause some problems. First, the extremely low frequency electronic field generated by HVOETLs could have undesirable impacts on human health. Also, the values of neighboring properties and farm land may be negatively impacted. The main purpose of this study is to analyze the impacts of "Nantou - ChangLin 345KV Power Transmission Line" on the adjacent farm land value. Contingent valuation method (CVM) was used in this study to design a questionnaire. We conducted surveys in the townships of Tianwei, Tianzhong, Shetou, and Beidou in Changhua County. We surveyed the land owner within 50 meters of this HVOETL. Our analysis focused on two farm land valuations. One was based on land exchange and the other was based on land purchase. Specifically based on the survey data, we used a Hedonic price model as the basic modeling structure with the distance to HVOETL as the main attribute. Besides, Heckman two-stage least square (2SLS), Tobit and OLS methods were used to estimate the willingness to pay (WTP) values for exchanging or purchasing farm land. For land exchanges, the econometric results from the Heckman 2SLS method show that this HVOETL lowers farm land value ranging from 15.1% to19.4%. Using the Tobit mmdel, the eatimated impacts range from 6.8% to 8.9%. For land purchases, the results showed that those who worried about power lines having a negative impact on health would choose to purchase the land far away from power lines. The impacts of this HVOETL on the reduction of farm land value were estimated to be within 71% to 78.4% from Heckman 2SLS. This impact can be extended as far as 725 meters and beyond that it will become negligibl. Using OLS, the impacts were estimated to reduce the farm land value by 66.8% to 77.3% and the farest distance to be impacted is 790 meters . The estimated impacts from land exchange appear to be underestimated while the estimation results from land purchase seem more credible. The likely underestimation may be due to the fact that the respondents expected to becompensated for their losses and not to pay for land exchanges. According to our analysis, the negative effects of this HVOETL on farm land value are very strong. Furthermore, previous research can not ensure the safety of HVOETLs on human health under the present guidelines of 833mG for long term exposure.Therefore, Taipower Company and the related government agencies should consider the negative impacts as found in this study when planning such a HVOETL project. In particular, the HVOETL should not go through the populated and farming areas. The safety of human lives and the protection of property values should be taken into account when constructing such a “not in my back yard” ( NIMBY) facility.
