From the economic integration to political integration, it gradually develops its own appealing core values: human rights, freedom, peace, democracy, and the rule of law. European Union takes the non-military means such as threshold of membership, EU foreign aid policy, multi-national security and defence cooperation to incorporate its values and demands in its policies. By these means, it influences other countries‟ policies so that they may change the state systems and improve their people‟s lives.
Comparing to the hard power of United States, François Duchêne states that European Union has its „civilian power‟ which is based on normative power. It creates the international identity by means of the constant practice of non-military meanswhich solve the international conflicts. Through the civilian power, the international conflicts can have a „fundamental‟ solution.
Turkey has been trying to get close to Europe since 1950s. It officially applied for the membership at 1987 and became the candidate in 2004. However, due to its particularity, Turkey has faced more difficulties during the applying process than other countries.
This essay aims at discussing the „civilian power‟ status quo of European Union. Taking Turkey and its applying process as the target to examine the „soft‟ polices of European Union, this essay is in hope to have a different understanding and perspective towards the definition of power.
