In other words, economic diplomacy nowadays plays a more important role in every country's foreign policy. Among all of economic diplomacy, "Foreign Aid" is regarded as the most effective tool to achieve foreign policy goals. As of 2011, there are 34 member countries in the Organization for Economic Cooperation and Development (OECD), including Japan and Korea (ie. South Korea) from East Asia.Japan is known as the great economic power in East Asia and Korea is similar to Taiwan's economic development. Due to geopolitical relations, how Japan and Korea’s foreign aid policies are made and how to implement foreign aid policies are worth our attention and reference. This study is trying to analyze the similarities and differences of Japan and Korea's foreign aid policy by reviewing the overall of Japan and Korea’s foreign aid history (2001-2010) and detect Japan and Korea’s foreign aid strategies. In addition, this study uses the policy science research - "(3 +1) i decision-making model" to analyze the Japan and Korea's foreign aid policy-making process to verify the interdisciplinary theory. As to the last part of this study, the purposes of Japan and Korea's foreign aid policy, the process of Japan and Korea's foreign aid policy and "(3 +1) i decision-making model" will be compared to each other in a broader vision.
