碩士 === 國立中正大學 === 戰略暨國際事務研究所 === 99 === “United Nations Development Programme” proposed a word “Human Security”, reveals take the human as the central safety, bids farewell the traditional security before the Cold War, and analyzes the change of the safety in international society. After the Cold War, the discussing issues has gradually hastened widely in international society, the field for safety expands to individual, environment, economy, culture, and so on. The large-scale war was no longer existence, because it replaced by the small regional war. Therefore the Third World is unstable also becomes the anxiety in global security. “Failed States” shows up, takes the threat of international society into the most concerned point. The international society may become the method to recall the value of human security for Failed State, go through international human security’s aid and rescue, hoped can make failed state restore stabilizes and find the solution to deal with the problems that failed state occurred. Therefore, the study core of this article is to analyze the failure and relation of Somalia, inspect the aids of international society to Somalia can become the method of making Somalia get away from unstable circumstance.
