The ones who fail to quit the drug addiction should require more assistance and treatments, though prisons in Taiwan are for penalty execution rather than for specialized drug rehabilitation. It is needed to be concerned if currently the environment and the treatment provided by prisons meet the prisoners’ need; therefore, this research is focus on surveying male drug offenders and prison officers of Yunlin Prison by questionnaire, to discuss if their attitudes toward treatments effectiveness have significant differences and if the treatments in prison reach the effectiveness. In the research, at home and abroad studies about “criminal policies and drug-addicted rehabilitation treatments of drug offenders” will be discussed in the literature review and be compared with the research result of this research, and to further propose the suggestions of the treatments toward domestic drug offenders. The framework of this research is to understand if drug offenders have reached the rehabilitation effectiveness after receiving prison execution. The questionnaire of this research is referred to the courses and treatments of “The Guidance Program of Drug Offenders” issued by Ministry of Justice, in order to probe the opinions of both drug offenders and prison officers toward the rehabilitation effectiveness. The survey subjects include common drug offenders, HIV drug offenders, drug offenders of drug rehab class and prison officers. In total, 500 respondents participated in this study, from which 448 valid respondents were obtained in this study; the valid response rate is 89.6%. Six scales were extracted, including “Life Adaptation”, “Counseling Courses”, “Recreational Activities”, “Skill Training Courses”, “Medical and Health Courses” and “Rehabilitation Effectiveness”, by the means of item analysis and exploratory factor analysis after pretest, and to be compared with three kinds of drug offenders and prison officers if there is significant difference among the answers and positive correlation amid “Rehab Activities” and each scales. This study has found out: 1.Drug offenders of drug rehab class revealed higher satisfaction toward “Counseling Courses” and “Skill Training Courses”, which indicated the specialized drug rehab class of prisons has significant effectiveness; HIV drug offenders were more satisfied with “Life Adaptation”, “Recreational Activities” and “Medical and Health Courses”, which showed that HIV drug offenders have higher demands with these activities. 2.All respondents deemed that “Friends Invitation”, “Rehab will is not firm enough”, and “Jobless” are three main reasons for recidivism. 3.Attitude score of three kinds of drug offenders are all higher than prison officers, indicated that drug offenders are more satisfied with all scales than prison officers’ thought. 4.Demographical variables of three kinds of drug offenders and prison officers revealed significant differences among each scales. 5.Three kinds of drug offenders and prison officers showed significant difference and positive correlation amid “Rehab Activities” and each scales.
