How to make the recessive knowledge that is highly valuable to the revenue organizations sustainable is essential to reducing mistakes, shortening the time for checking tax, increasing the efficiency of taxation, and improving revenue service. The research aims to investigate the correlations among the styles of leadership, organization culture, information culture, and the effect of knowledge management. 312 valid responses were collected using questionnaires. The results show that the Revenue Service is a typical public institution with lower mobility and higher degrees of compliance among the staff compared to private organizations. The basic revenue offices comply with the policies set up by the upper levels. Therefore, as long as the policies are directed to develop positive and open organization culture and information culture, their impacts upon the effect of knowledge management.
