County, focusing on veterans at ages of 65, 75 and 85 living in five locations, respectively Longtan Township, Chungli City, Pingjhen City, Kueishan Township, and Tashi Township. Among the samplings of interviewees, five off-institution single veterans, ten off-institution veterans with dependents, two staffers working at the Veterans Service Management Department, two specialists & scholars, a total of 19 interviewees. The findings of this study show that the service and caring model is constructed for older veterans, at the aspect of medical treatment: in a hope that veterans can be in a good care under the veterans medical institutions; at the aspect of supporting care: in an expectations that veterans can be accommodated at the Veterans Home in the living environment with new facilities and improved equipment; at the aspect of service and care: frequent visitations and care can prevent accidents, providing emergency relief and three yearly-comfort money. Moreover, at the aspect of social participation: in a hope that veterans may receive respect in community; at the aspect of needs: veterans should be able to sustain a stable source of finance, not being affected with political influence; at the aspect of social networks: veterans should be continuingly supplied with medical assistant devices and disaster-related aids and relief; at the aspect of residence support and care: in a hope that veterans can be properly supported and cared at Veteran Institutions. The findings of this study revealed that if a request may be grated timely for electric scooters, which can increase the convenience of veterans. In addition, seeking subsides for veterans with disability and paralysis when they are hiring foreign laborers to care and support their daily lives. When veterans seek health and medical care, they want to receive full respect and concerns. When the above these three requirements are met and their gaps are timely filled, I believe we can achieve the good care of the aging in good old years. This study also offers proposals that veterans are encouraged to have the concept of being mingled with the surroundings, actively participating in community activities. In addition, in-service staffers should be strengthened in skills though education and trainings; we also recommend that the Counseling Committee should recruit more social workers, teachers and professionals, plus with having funds to make arrangements of professional manpower and professional services work so that veterans’ professional service and caring job can be fully put into practice .
