The research of Taoyuan Aerotropolis and the promotion of national competitiveness：Industrial development strategic planning viewpoint

碩士 === 元智大學 === 社會暨政策科學學系 === 98 === The Taoyuan Aerotropolis is the flagship plan of i-Taiwan 12 projects. The Legislative Yuan has passed the “International Airport Park Development Act” in January 2009. The Taoyuan County government has pushed for the “Taoyuan Aerotropolis Regional Plan” which was passed in December 2009. The Taoyuan Aerotropolis will have eight main domains include: Airport Zone, Free Trade Zone, Aviation Industry Zone, Airport-Related Industry Zone, Commerce and Trade Exhibition Park, Specialized Agriculture Development Zone, Coastal Recreation Zone, Quality Living Zone. The Taoyuan County government has also set up the “Taoyuan Aerotrpolis Co., Ltd.” to encourage investment from private enterprises, in order to stimulate national and local economic development. The major research objective of this thesis aims to study the effects of the Aerotropolis on national competitiveness, regional competitiveness, and industry competitiveness, and to investigate on issues such as the industry location distribution, the surrounding transportation development, industry corridor development. The thesis will also probe into the role of the Aerotropolis and its effects to the local and the central government policies. Finally, the thesis will provide sustainable advices to the Aerotropolis development strategy, industry development strategy and increase in national competitiveness. The research methods of this thesis adopted the document method, comparative research method and focus group. Opinions from experts and scholars will be collected, and finalize into a development strategy for the Aerotropolis. The internal and external environment SWOT analysis of the Taoyuan Aerotropolis shows the following findings: The internal advantages are the Taoyuan Aerotropolis Plan is among the i-Taiwan 12 projects attracting $1.2 trillion NTD business investments, and the “International Airport Park Development Act” will help to accelerate the development of the Taoyuan Aerotropolis. The internal disadvantages are the Taoyuan Aerotropolis still needs partial improvements on hardware and software facilities, and to provide incentives and preferential treatments to attract airlines move into the Taiwan Taoyuan International Airport. The internal opportunities are the Taiwan Taoyuan International Airport is located in the hub of major transit airport of East Asia, and will transform into government-own company, implementing enterprise spirit management. The internal threats are the access of airport transportation is still not convenient enough, and the industrial clusters around the aerotropolis still need to be integrated. The external advantages are Taiwan sits in a unique geographical location in the Asia-Pacific region, and the Taiwan Taoyuan International Airport is situated at the centre of Northeast and Southeast Asia. The external disadvantage is the Taiwan Taoyuan International airport still needs to strengthen the density of flight network. The external opportunities are the Cross-Straits direct flights and the signing of ECFA will increase the demands for more flights. The external threat is the mounting competition of airports in the Asia-Pacific region. This thesis gathered advices collected from focus group disscussion on the development strategies of the Taoyuan Aerotropolis. Summary as following: the public and private sectors need to establish horizontal coordination and communication platform. The central and local governments should set up an integrated contacting channel to increase cross-ministry efficiency on administrative tasks. The Taoyuan Aerotropolis should integrate local resources, and connect with Taipei Harbor to make toward the target of dual-harbor for sustainable development. The operation of the Taoyuan Aerotropolis needs to implement innovative concepts, combining lifestyle and urban functions. In addition, the government should develop an overall tourism policy, in order to revitalize local tourism industry. Combining both the experts’ advices and the findings from this study, the below are the development strategy recommendations in many ways. First, the Tauyaun Aerotropolis should quickly acquire land in the park at reasonable costs, and to integrate into the surrounding areas to extent its hinterland. The project should operate with internationalization in order to increase international aviation routes. In the future, it could consider allowing domestic airlines to invest in the Taoyuan Aerotropolis Company. Furthermore, the Taoyuan Aerotropolis should strengthen its function of transport to attract more domestic and foreign passengers, and increase the number of flights. More importantly, the development of the Aerotropolis should take local voices into account, especially the issues of land acquisitions to central and local governments. When the Taoyuan Aerotropolis begins operating, the operation performance evaluation needs to be progressive continuing. Second, the government should evaluate and plan out the industry orientation within the Taoyuan Aerotropolis to assure its diverse development. The project also needs to integrate industry innovation with cultural and creative industries to create industrial cluster effect. At the same time, the regulations of industry innovation should work alongside, that will facilitate foreign investment and recruit foreign firms. Third, the government should watch the development of the Taoyuan Aerotropolis closely to make sure necessary changes are made to relevant laws and to promote the integration of industry clusters in the surrounding area. This will not only benefit the development of the Taoyuan Aerotropolis as a whole, but also push forward the economic growth and national competitiveness of Taiwan.
