The research method used literature review and qualitative research methods. We Interviewed Pap smear were promoter, Pap smear contractor and people in charge of the promotion unit in the Yangmei, Taoyuan County. Community women in the Yangmei, Taoyuan County, experts and scholars were also included. Each region has a different cultural background and different social resources. The same health issues promotion strategies will meet the same needs of people in different communities? Whether there is particularity? What are the overall effects? How to solve the difficulties faced? These are the aims of this study. Therefore, the community needs assessment and strategy that is culture competent to the community is important. We look forward to achieve the great benefits by using SWOT. To understand the strengths and weaknesses of the community, healthy environment, opportunities and threats, so as to plan appropriate health promotion strategies. In this study interviews were conducted of participants in Pap smear promotion of the public sector, civil organizations, medical institutions, contractors or person in charge, community residents and experts in Yangmei, Taoyuan County. The results were analyzed into seven theme recommendations as the following:First, to establish inter-sectoral coordination mechanisms; Second, adjust the payments of health insurance and to expand health insurance clients; Third, to adjust the role of primary care public health organizations; Fourth, government advertising and marketing should be amended; Fifth, the setting up of a reward system; Sixth, the dominant power of local authority.
