This study examines national ICTs policy strategies have been taken in five countries: Finland, South Korea, Taiwan, Egypt and Mexico. We use Warschauer’s framework (2003) to compare the development of four resources: physical, human, digital and social. And provide policy makers and information technology (IT) practitioners with some guidance as they devise meaningful policies. Our results indicate that government support, focus on creating nurturing environment for technology industry growth and investments in R&D and education are the basic requirements for successful development of emerging societies. 鄭雅穗 2010 學位論文 ; thesis 60 en_US
