Summary:碩士 === 元智大學 === 企業管理學系 === 98 === ABSTRACT The question of ‘bridging’ digital divide and developing the ‘information society’ has become one of the main topics for governments and policy makers. This study examines national ICTs policy strategies have been taken in five countries: Finland, South Korea, Taiwan, Egypt and Mexico. We use Warschauer’s framework (2003) to compare the development of four resources: physical, human, digital and social. And provide policy makers and information technology (IT) practitioners with some guidance as they devise meaningful policies. Our results indicate that government support, focus on creating nurturing environment for technology industry growth and investments in R&D and education are the basic requirements for successful development of emerging societies.
