However, the small scale of most Taiwan’s companies with the result that the R & D expense is restricted. Taiwan government in order to enhance the industrial competence, for this reasons the science parks foundation to establish the Hsinchu Science Park to lead the growth of industry through industry clusters. This study aims to evaluate the performance of the industry in Taiwan Hsinchu Science Park from 1989 to 2008 through ratio analysis and Data Envelopment Analysis (DEA). This study concludes with discussion on government policy and industrial development of the Science Park. Main results show that the overall efficiency of the computer and peripheral industry is better than others. Following is communications industry, integrated circuit industry, optoelectronics industry, precision machinery industry and biotechnology industry. Because integrated circuit industry scale is larger and biotechnology industry scale is small, these two industries are inefficient. Analysis of individual industry, parts of the industry was inefficiency in 2000 .com bubble and 1997 Asian Financial Crisis. In recent years, industries efficiency decline due to the financial crisis of 2007–2010, especially in computer and peripheral industry, communications industry, precision machinery industry. The biotechnology industry preserves the competitive strength.
