During the process of researching alternative energy sources, they found that domestic renewable energy was the best solution. The Diet of Japan (central government) created a law to promote renewable energy development and tried to get rid of the traditional fossil oil policy and develop energy diversification. Taiwan is a place which has inadequate energy sources. This study is investigating the Japan policy to use as a reference to analyze the Taiwan policy. The study is trying to understand the energy policies in Taiwan. In Taiwan, the energy management responsibilities are unclear. Important legislation is not complete, such as the Renewable Energy Development Act and The Electricity Act. The administrative level of Energy Bureau is too low. The energy policy in Taiwan should follow the example of Japan in this regard. The government in Taiwan should elevate the Department of Energy to a Governing Unit to integrate all the affairs of energy.
