This is usually applied to wireless communication with unstable bandwidth environment. Compared to H.264/AVC, SVC introduces scalable coding characteristics for spatial, temporal, and quality scalability. It adopts progressive and hierarchal video coding between the base layer and enhance layers that raises the coding complexity for intra and inter predictions. This paper proposed a fast algorithm for SVC intra prediction that analyzed the relations of the intra coding mode on the upper and left blocks between layers to design a reduced computational coding flow. Our simulation shows the algorithm reduces 52.53-69.60% complexity but only dropped 0.02dB video quality for D1-HD-Full HD spatial scalability.
