碩士 === 雲林科技大學 === 會計系研究所 === 98 === Due to the environmental changes, reduced governmental subsidies of physical and mental disabilty institutions and enhanced evaluation standards of performance, the institutions for disabilities have been forced to change support from the country to rely on the resources controlled by the market-dependent machanism which results in more competitive between institutions and further forced the institutions to undergo appropriate reform in accordance to adjust to these changes. The disability institutions in order to operate perpetually, the public sectors are requested to study the business managerial models and to represent as a benchmark facility, therefore, developing a proper managerial strategy is necessary. The study subject is Nantou Education and Nursing Institution which the Porter’s five forces model and SWOT analysis were applied to analyze the competability and to develop a competitive stratgy. The study results showed that as one of the public sectors, the Nantou Education and Nursing Institution was accredited excellent and became the prioritzed choice to the disabilities and their families. Applied SW to analyze the internal environment and the surrounding area of the subject suggested that the Nantou Education and Nursing Institution should develop strategies to make its’ specialties differentiated from others and to emphasize the professional services. Suggestion and strategy are described below: (1) Setup a specialial area to care the disablity elders (2) Setup an area to care clients who suffered from sever emotional disturbance and behavioral problems (3) Make the horticultural therapy professionalized and share the treatment experiences with others (4) Localize and actively participate in the community activities and emphasize the integraty between community and inhabitant (5) Propagate achievement of inhabitants to improve and build up self-confidence
