Under the strict government education budget, universities are striving for expanding alternative funding sources as well as utilizing the budget more effectively. Obviously public universities have been failing in the both objectives and, therefore, the reforms in the budget system of national university have been called on. How well does the implementation of the university funds in Taiwan public universities? This study investigates the efficacy of university funds of a national spot college by analyzing the recent six years of spending of finance, teaching personnel, and the laws and obligations. The findings in general indicate still enough room for the public universities to improve the implementing efficiency of university funds.
