Bilingual kindergartens, English cram schools and classes for talents and skills emerge in large numbers shortly. Most of the parents make the choice for children to let them attend English classes. Facing various choices, parents see only excessive marketing strategies of a business, yet overlook the essence of education. Learning to speak English is not the only concern of choosing a bilingual preschool education institution. The development of children’s personality needs to be put in the prime position in their early phase. Unfortunately, there are not many studies of evaluating the quality of bilingual preschool education in Taiwan. Parents have rare reference materials to differentiate the superior bilingual preschools from the inferior ones. Children’s right to a quality education will be damaged if the preschools aim only at making profit and have little knowledge of bilingual education, not to mention the negative impressions that people will have toward bilingual preschools. The goal of this study is to establish an Index of Evaluating Early Childhood Bilingual Education for the educational quality promotion in the future. The data in this study are obtained directly from the parents of Noble American Children’s School. The measurement dimension and measurement indicator of evaluating early childhood bilingual education can be extracted from applying the method of Factor Analysis. And then the Chi-Square Test will be adopted to examine the causality between the parents, dimensions and indicators. Analytic Hierarchy Process is also a main tool for calculation of weighing the measurement indicators in building the Index of Evaluating Early Childhood Bilingual Education. The final consequence shows following points: 1. As a result of searching for the measurement dimension and measurement indicator of evaluating early childhood bilingual education, four dimensions and eighteen indicators are established. 2. A proper order of the four measurement dimensions will be: Interactions between parents and teachers、Software and hardware (qualified teachers and facilities)、Course arrangement、Administration 3. There is a noticeable correlation between the titles of the parents and the indicator of “the foreign teacher comes from an English-speaking country”. 4. Parental level of education has an noticeable correlation to indicators of “a regular home visit from school”、” a reserved space for the children to dine” and “redecorating the classroom in accordance with the monthly teaching theme” 5. Professions of the parents have a noticeable correlation to the indicators of “a demand for children to recite classical English articles” and” using daily communication books as a tool to connect with the parents” 6. Residential areas of the parents have a noticeable correlation to the indicator of “adopting original (English) textbook” 7. The family structure has a noticeable correlation to the indicator of” a reserved space for the children to dine” 8. The class in which the children study has a noticeable correlation to the indicators of “holding traditional Chinese cultural activities in school”、” holding western cultural festivals by school”、”having regular teaching demonstrations in school” 、“a demand for children to recite classical English articles”、”a demand for children to memorize English vocabularies” 、“the foreign teacher comes from an English-speaking country” and “ a functional classroom for specific demands(dancing、painting or exercising )”.
