The passage of the law alleviated the problems of Taiwan’s basic manpower and caretakers manpower shortage. However, the problem of increasing numbers of foreign laborers running away has arisen because they can not get used to the policy, management style, culture, working habit, lifestyle, etc.
From the theory of organizational behavior, when foreign laborers run away, it signifies that they have lower continuance commitments toward their organizations. They neither identify nor intend to stay in their organizations. This research provides precautions to counter the runaway problems from relevant literatures, to verify if they can enhance the foreign laborers’ continuance commitments. Besides, the theory of locus of control suggests that personality affects one’s adjustment behavior towards the environment; this research also introduces the internal locus of control as the moderating variable to determine if it can enhance the relationship between the practices to prevent foreign labors from runway and continuance commitments.
This study utilizes a quantitative method and questionnaire as the methodology by which to investigate the Philippine laborers of the electronic companies in Kaohsiung Nantze Export Processing Zone, and attempts to analyze the interrelationships among the independent variable “practices to prevent foreign labors from runway”, the dependent variable “continuance commitment” and the moderating variable “internal locus of control”. 268 copies of questionnaires were complete.
The findings of this research are:The practices to prevent foreign laborers from running away will strengthen the continuance commitment of foreign laborers. Also, the moderating effect of internal locus of control to the relation of the practices for preventing foreign workers from running away and continuance commitment is not significant.
Through this empirical research, it is expected that specific approaches to manage the runway problems will become more effective and contribute to providing useful suggestions for the business owners, society and academics.
