It is to make the nationals more adapted to the industry when they enter the employment career and to help the enterprise to become more competitive, hence, this objective should be more frequently announced and the service be expanded so as to surmount the current economic recession.
The success or not of the conversion of a worker’s vocational technique is seen as an important factor for the successful job conversion of a worker. It is hoped that through the planning of vocational training class and through the study of the participating members, the public can select vocational training more adapted to the industry, that is, the member after the vocational training can meet the need of the enterprise better and the effectiveness of the vocational training can then be enhanced.
In this study, the following findings are reached based on members participating the curriculum sponsored by or outsourced by vocational training center and through online analysis and processing (OLAP) technique, that is, the relationship among sex, age, educational level, participant’s area, participant’s identity, participating training type and employment rate is analyzed.
1. The employment rate does not have positive correlation to the number of participant and sex of participant of the participating training type: On the average, the proportion of female participating in vocational training is higher than that of male by 28.2%, but after the ending of the training, the employment rate of male is higher than that of female by 15.17%; moreover, the proportion of male in the industrial category participating in the training is higher than that of female, but in other vocational category, female has higher training participating proportion than that of male.
2. The employment rate does not have positive correlation to the age of members participating in the training: For people above 45 years old participating in the training, the number increases year after year, but the employment rate does not increase but stays in the last among different ages; based on the study, we conclude that the enterprise needs the employees most in the youth age range of 25~34 years old.
3. Members of high school/vocational high school have higher participating willing and higher employment rate too: Among the participating members, members with PHD and master degrees have lower willing of participating vocational training. Based on the training start and employment headcount structure change, we can deduce that members with high school/vocational high school diploma have higher demand on vocational training and higher employment willing too.
4. Financial crisis leads to higher unemployment rate and increase in the need and participating willing of vocational training: Starting from 2005, the registration headcount of self-sponsored and outsourced training in the vocational training center shows an increase year after year; in 2008, due to the financial crisis in USA and a sudden increase of unemployment population, the public paid more attention to the technique training, and the head count registering the vocational training shows an obvious and positive increase.
5. Different training participating identity has different demand on the participating training category: Among the five vocational categories held by the vocational training center, the self-sponsored training has its training participating members mainly from unemployed person of general identity, as compared to the training category in the outsourced training, for example, in the three vocational categories of ”Medical, nursing and housekeeping category”, “commerce category” and ”agricultural category”, ”medium and high age (Above 45 years old)” identity has the highest number of participants; for the training participant of ”Industrial category”, people of general identity is in the majority, besides, in the ”Arts category”, people with Indigenous People identity is in the highest proportion.
6. The optimal choice of self-sponsored or outsourced training vocational category: In the self-sponsored and outsourced training vocational category and in the correlation perspective between training participating identity and area, the highest employment rate is in the ”Industrial category” as self-sponsored by vocational training center, that is, the employment rate is as high as more than 80%; in the outsourced training, ”Medical, nursing and housekeeping category” has highest employment rate of only 38.84%.
7. Decision on the holding area and employment rate of training of different vocational category: For the self-sponsored ”Industrial category” training, the cities with training head count more than 3000 include Taichung City, Tainan County, Taipei County and Taoyuan County, and the employment rate is about 66%~77.6%; For the outsourced training of ”Medical, nursing and housekeeping category”, the average head count in seven cities and counties of Taipei County, Taipei City, Taichung City, Kaohsiung City, Kaohsiung County, Taoyuan County, Pingtung County, etc. is as high as 5000, and for the employment rate, the lowest is 30.98% and the highest is 52.73%.
In this study, it was found that the higher the employment rate, the public turns to have more concern on technique training; for the self-sponsored training held by public vocational training center, the annual average employment rate is higher than 70%, and the training effectiveness is obviously higher than the outsourced training; for the six newly emergent industries as promoted by the government, vocational training center has held ”Medical care industry”, “Delicate agriculture” and ”Tourism and travel industry” related curriculum through self-sponsoring or outsourcing training; in the future, it should head towards diversified development direction and follow the superior R&D of existed vocational category of self-sponsored training of vocational training center in each district to transform into ”Green energy industry”, in the mean time, it should act in accordance with the development direction of local government and industry to plan aggressively related curriculum of self-sponsored training; moreover, for the agricultural county and city, the ”Delicate agriculture” and ”Tourism and travel industry” should be integrated and associated into a series of professional curriculum so that the final goal of integration of training and practice can be achieved.
