Among them, a widely accepted concept is to combine community empowerment with eco-tourism, as to drive the tribe’s tourism development and industry reform. The Purple Butterfly Valley of Kaohsiung’s Maolin Tribe has been re-interpreted as an unique biological phenomenon ten years ago, and is now gradually gaining attention and efforts from different fields in Taiwan. However, this road was not easy. This report takes Kaohsiung Maolin Tribe’s tourism development of the Purple Butterfly Valley as an example, and discusses about the relationship between Maolin National Scenic Area Administration, Maolin Township Administration Office and the tribe. Furthermore, by looking at how the local people who takes effort in conserving the Purple Butterfly Valley established the Purple Butterfly Valley conservation association, we can understand what influences did tourism have on the tribe. I hope to present what is important to the tribe members, their insistence, and what they need, in order to reflect on our thoughts about what kind of tourism is needed and who benefits from it. In the process of filming, I kept on thinking about how images of the tribe can be used, and whether images can be used as tools. To the tribe, the cost of producing and preserving images is too high, thus influence the possibility of tribe members to continue using image tools.
