The questionnaire is conducted at each service area in Taipei County with three scales, including the volunteers’ participation motivations scale, job satisfactions scale, and continuing service willingness scale, from June 21st 2009 to October 30 and it is surveyed by random sampling in two different periods. By using SPSS for Windows12.0 version to process statistical analysis, descriptive statistics, one-way ANOVA, one-way ANOVA, repeated measures, Pearson product-moment correlation, and multiple regression analysis, 639 valid questionnaires are collected. The findings are presented as follows: 1. Most of the volunteers in the Red Cross Taipei County Chapter society’s lifeguard are men and at the age from 31 to 40; most of them are in service industry and their monthly income range from 20,000 to 40,000; most of their service seniorities are less than one year; river rescue accounts for most of the rescues. The reasons for discontinuing services are: time issue, poor physical condition, inconvenient transportation, and unsound or disagreeing organization’s managerial system. 2. The volunteers of the Red Cross Taipei County Chapter society’s lifeguard consider that social contact, social responsibility, and self-development are the three primary factors in their participation motivations; job characteristic is the most important factor in job satisfaction. 3. The difference of participation motivations among different background lifeguard volunteers: volunteers at the age of 41-50, their participation motivations are higher than those agedfrom 21 to 30; volunteers whose wages are over 60,001 dollars have higher participation motivations than those over 20,000 dollars or no income; volunteers with 3-6 and 9-12 years, service seniorities have higher participation motivations than those between 1-3 years. Volunteers at age 41-50, their job satisfactions are higher than any other level and their continuing service willingness are higher than that of those who are 21-30 years old. Monthly income of more than 40,001 ~ 60,001 dollars higher than the other volunteers will continue to service income; as service seniority is longer, volunteer inclination to resign is lower and, in turn, continuing service willingness is higher. 4.
