Once the critical events occur in long tunnels, their impacts will be much more critical than the short, medium-sized tunnels. Therefore, the Standard Operation Procedures (SOP) for critical events are very important. At present, Taiwan Area National Freeway Bureau has provided the Standard Operation Procedure (SOP) for single event towards emergency scenarios. However, if more critical events or derived events occurred simultaneously in tunnels, the corresponding response procedures are not yet included in current SOP. To cope with critical or derived events occurred simultaneously in the National Freeway No. 5 Hsuehshan Tunnel, this thesis will apply theory of Business Continuity Management (BCM) to estimate correlation factors among critical events and to identify decision criteria considering collaborative operations between traffic control systems and electric systems towards different events. In response to the development of the severity of events, priority weights for response procedures are computed. With the Complexity of Group Decision modeling the optimal decision-making alternatives are then ranked to provide responsive plans for different scenarios within acceptable recovery time.
