The Taiwan HSR construction project was originally planned to be built by the government itself through traditional public construction project procurement processes and annual budget, but it was changed to adopt Build-Operation-Transfer (BOT) model later on. Due to fiscal framework constraints, Taiwan High Speed Rail Corporation (THSRC) is always mired in extremely difficulties to operate this HSR system, which forced the government to consider the compulsory take-over of the project before the expiration of concession period. Now, it can only search for more reasonable operation conditions, including financial conditions that match the existing market price, suitable rate of depreciation, stimulating the growth of ridership, and better incomes from station district development and subsidiary businesses, to improve it in every aspect to gain profit instead of deficit. Then, the service quality, operation skills and man resources of THSRC could be sustained forever. This thesis will raise some suggestions to deal with the defects of Taiwan HSR for the references of its further development, and will provide some feasible developed and integrated solutions in all aspects to enlarge the positive effects that gain from HSR transportation.
