The results provide reference for the relevant authorities to the traffic management and policy making. This study uses GPS to collect the traffic information of 13 routes and 502 stops in Tainan on different weekdays. Then, based upon the collection of each stop’s coordinates , driving speed and stopping time, the bus usage rate is obtained. Followed by analyzing with Cluster Analysis to identify the time and spatial characteristics. The researcher collects the environmental factors in each bus stop, and establishes the relation between passengers and stop usage rate with the approach of Regression Analysis. The relation helps to determine the appropriate stop location. The results of the Cluster Analysis are divided into the categoris of time and space. In terms of time, the high cluster periods on weekdays are in the rush hours; on holidays, rush hours and the off-peak hours at noon are included. In terms of space, the usage rate is higher at the Eastern, Central and Western and Anping districts of Tainan, which are densely populated, with higher numbers of business circles and schools. In addition, the causes of the different usage rates are divided into weekday variables and holiday variables. The former include the population and the population density in a village, number of schools and business circles and bus frequency; holiday variables are village population, number of schools and bus frequency.
