For an enterprise, the creativity of employee is a major resource for the development of organization innovation. It can not only enhance the growth of within organization, those R&D employees but also can grasp more creative ideas by technology and solving problems. Besides, individual creativity also will be affected by individuals and environmental factors. In addition to invest capital and resources, R & D personnel contributed by the value of creativity brought a lot of profits within the enterprise to increase and it also change the trend of market. Therefore, employees can create new ideas through different ways of learning, such as self-directed learning and cooperative learning. Hence, this study is based on those literatures of goal orientation and learning behavior. Afterward summed up the relationship of the impact of individual goal orientation and learning behavior on creativity, and then designed questionnaire. The sample of this study is those R&D employees of manufacturing sector, and to understand personnel goal orientation and learning behavior association with individual association. This Study distributed 250 questionnaires to R&D staffs in manufacturing sector, 237 of it were returned, 219 valid questionnaires, and the effective rate was 87.6%. The data was analyzed by several statistic methods, such as AMOS for confirmatory factor analysis, structural equation analysis and multi-group analysis. Conclusions of this study are as follows: (1) employees with high learning-oriented, there will have more cooperative learning behaviors; (2) employees with high learning-oriented, there will have more self-directed learning behaviors; (3) employees with high performance-oriented employees, there will have less cooperative learning behaviors; (4)employees with high performance-oriented employees, there will have more self-directed learning; (5) the employees who have high cooperative learning behavior won’t have more creativity; (6) the employees who have high self-directed learning behavior will have more individual creativity.
